概要：
How might we think about the history and geopolitics of weather control in relation to the history of digital computers and other media infrastructures? Weather does not know national borders. Hurricanes, snowstorms, and smoke from wildfires easily cross over human-made national borders. Yet the history of numerical weather prediction and weather modification – including early experiments with cloud seeding – were firmly yoked to the geopolitics of the twentieth century. Focusing on the transpacific context of Cold War era collaboration among scientists, this talk will explore how and why tracing this history from an interdisciplinary perspective matters today. In so doing, it introduces some recent trends in media studies (namely the environmental media studies) and aims to foster productive dialogues across the humanities, social sciences, and natural sciences.
気象制御の歴史と地政学は、インフラとしてのコンピュータの発達の歴史とどう繋がっているのだろうか？気象現象に国境はない。台風やブリザード、そして山火事の煙は簡単に人間が恣意的に作った国境を超えてしまう。でも数値天気予報や初期の人工降雨などの気象制御の歴史と実験は20世紀の地政学の文脈と密接に関わりあっている。冷戦期における太平洋を横断した科学者達の実験に焦点をあてながら、この講演ではなぜこの歴史を今日interdisciplinaryな視点から検討する意義があるのかを問い、また最近のメディア学におけるenvironmental media studiesなどの動向を紹介しながら人文・社会科学・自然科学の分野を超えた対話へと繋げたい。
