Abstract:How might we think about the history and geopolitics of weather control in relation to the history of digital computers and other media infrastructures? Weather does not know national borders. Hurricanes, snowstorms, and smoke from wildfires easily cross over human-made national borders. Yet the history of numerical weather prediction and weather modification – including early experiments with cloud seeding – were firmly yoked to the geopolitics of the twentieth century. Focusing on the transpacific context of Cold War era collaboration among scientists, this talk will explore how and why tracing this history from an interdisciplinary perspective matters today. In so doing, it introduces some recent trends in media studies (namely the environmental media studies) and aims to foster productive dialogues across the humanities, social sciences, and natural sciences.
